United States: Important Permit Deadlines

Here are the important permitting developments to watch for this month in the US.

The listing below includes current year information for big game hunts in each state. The listing will be maintained and updated as a planning tool even though deadlines may have passed. As The Hunting Report is “…for hunters who travel”, all information below is based on nonresident status. Different license fees and, in some cases, deadlines apply to residents of the states listed.

http://www.azgfd.gov/The 2014 deadline for pronghorn and elk permits was February 11. Licenses were mailed to hunters who were successful in the draw by April 18, 2014. Bighorn, deer, fall turkey, fall buffalo, fall javelina and mountain lion regulations became available in mid-May, deadline was June 10. Non-permit (OTC) lion permits are available year-round. OTC archery deer permits also available for fall hunts. New License structure/fees in place starting January 1, 2014. Nonresidents are required to purchase a $160 Combination Hunting and Fishing License to apply for draw permits. Expect the drawing for spring hunts (turkey, bison, javelina and bear) to be available online in early mid-September with a deadline in early October. If you purchased the 365-day license for the fall draw, it should cover the spring draw as well.

There are two separate brochures (sheep and goat in one brochure; elk, deer, pronghorn and moose in another). 2014 big game application deadline was April 1. Results posted online by May 30. You must pay for one $10 Conservation Stamp each year, but you can do so while applying for your special draw license (if applying for more than one species, you only need to pay for one Conservation Stamp). You must submit the entire license fee with your application (deer $364, bull elk $604, pronghorn $364, moose $2,009, bear $354, Rocky Mountain bighorn sheep $2,009, desert bighorn sheep $1,339, mountain goat $2,009). In 2014, there is one nonresident desert bighorn permit in CO and there are no preference points for desert sheep. Mountain lion season runs November through March with a new season (on the new license) April 1-30.OTC elk, bear and leftover limited licenses will go on sale August 5 at 9 AM MDT. The OTC elk permit is valid in much of the state.

Idaho   208-334-3700   http://www.fishandgame.idaho.gov/; 2014 nonresident licenses available, including OTC deer and elk tags.  Application period for controlled hunts for moose, mountain goat and bighorn sheep was April 1-30; if a nonresident applies for moose, sheep or goat they are not eligible to apply for another species in the general draw. The application period for controlled deer and elk hunts, plus all pronghorn licenses, was May 1-June 5. A nonresident hunting license ($154.75) is required for all applications. In 2014, Idaho has made unsold nonresident tags available for use as a second tag at a reduced price. Over 11,000 whitetail deer tags and hundreds of elk tags remain. A second deer tag will cost $199 and a second elk tag will cost $299. Tags available first-come, first-served starting September 1.
Kansas   620-672-5911   http://www.kdwpt.state.ks.us/ 2014 nonresident deer permit draw application period was April 1-25, 2014. Online or phone applications only. Nonresident deer permit fee is $337.50; if successful in the draw a nonresident hunting license ($72.50) is also required.
Maine   207-287-8000   www.maine.gov/ifw Applications for Maine moose were due May 14, 2014. Applications were available online. Paper applications were also available, but the deadline for paper applications was April 1 (postmark or delivered). Multiple chances in the moose lottery are available: 1 chance $15, 3 chances $25, 6 chances $35 and 10 chances $55. If successful in the lottery, a $585 nonresident moose license is required.
Minnesota   888-665-4236   http://www.dnr.state.mn.us Wolf applications are being accepted online or by telephone (number above) through September 4. Applicants must have previously held a hunting license (a current or previous hunting license from any state and the license number is required at the time of application). Three separate seasons, each with a harvest quota. Nonresident license fee (if successful in the drawing) $250.

http://fwp.mt.gov/. A Conservation License ($10) is required for all applicants. Applications for Nonresident Combination Elk/Deer licenses and elk or deer draw permits were due March 15, 2014. Elk Combination licenses $826, Deer Combination licenses $580. The elk or deer combination license is required to apply for special permit drawing (if unsuccessful in the permit drawing you may still use the combination license in the general elk or deer season). Moose, sheep, goat, bison applications were due May 1. Moose, sheep and goat tags cost $755 each, bison tag is $750. Pronghorn and deer B tag deadline was June 1. Deadline to purchase spring bear permits was April 14. Bear permits available through the Miscellaneous Licenses application (now online). Super Tag Raffle permit deadline is July 5.

Nevada   775-688-1500   http://www.ndow.org/ Deadline for the mule deer guide draw was March 14, 2014. Application period for all other draw hunts (bighorn sheep, pronghorn, deer and elk) was March 24 through April 21, 2014. A $142 nonresident general license is necessary to apply for any tags. Tag fees are: deer $240, pronghorn $300, bighorn $1,200 bull elk $1,200. Additional application, predator control and convenience fees apply.  Results posted by June 9.
New Hampshire   603-271-2461   http://www.wildlife.state.nh.us/ Applications for 2014 moose permits were due May 30. Online applications encouraged. Application fee of $25 due at the time of application. If drawn, you will need to submit moose license fee of $500. Results mailed to successful applicants by July 7.
New Mexico   505-476-8000  

 http://www.wildlife.state.nm.us/ Applications for ibex, oryx, deer, elk, pronghorn, javelina and bighorn sheep were due March 19. Drawing results available online April 23. All applicants must purchase $65 hunting license before applying. Habitat Management and Access validation ($4) required of all hunters and Habitat Stamp ($5) required for hunts on BLM or US Forest Service property. Full license and application fees due upon application: standard elk $555, high demand elk $780, standard deer $290, high demand deer $375, pronghorn $290, javelina $185, bighorn (Rocky Mountain or desert) $3,180, oryx $1630, ibex $1,630, Barbary sheep $380.  Additional fees for desert bighorn or oryx on White Sands Missile Range. All hunters must create an account within the drawing system to apply. Tutorial available online.

Oregon   503-947-6100   http://www.dfw.state.or.us/ ;Applications for controlled deer, elk, mountain goat, bighorn sheep and pronghorn were due May 15. Results available online June 20. All hunters must purchase $148.50 hunting license before applying. Application fee $8 per species. New this year, nonresidents may apply for mountain goat. Tag fees (due only if successful in the drawing): deer (mule deer or blacktail) $383.50, elk (Rocky Mountain or Roosevelt) $508.50, bighorn sheep (California or Rocky Mountain) $1,308.50, mountain goat $1,308.50, pronghorn $341.50. Spring bear (drawing only) deadline was February 3. Fall bear available OTC through the license division (not from vendors). Left-over controlled elk tags are available starting July 1, 2014 at 10 AM PDT.

OTC general elk and deer licenses are now on sale. Many people wait until after the controlled hunts are posted to purchase general licenses, so expect OTC licenses with nonresident quotas (such as fall general bear) to fill quickly.

Texas   512-389-4505   www.tpwd.texas.gov/; Texas drawn public hunts went through major changes in 2014, going to an online-only system with online hunt information, applications, email notification and permit issuance. Hunters will need to create an account and research opportunities online. Twenty categories (including 8 youth-only categories) exist, including desert bighorn sheep, exotics, trophy and management deer, alligator and turkey. Application fees vary between $3 and $10 per hunter per category. Applications now available. Deadlines include: alligator- August 7, exotics- September 15, rifle deer hunts- September 29, javelina- November 11, guided gemsbok and guided scimitar-horned oryx- December 22, spring turkey and guided desert bighorn- January 12.
Utah   801-538-4700   http://wildlife.utah.gov/; Bear applications were due March 3, big game (bighorn, moose, mountain goat, bison, deer, elk and pronghorn) applications were due March 6. Results posted by May 30. Applications for bonus points only were due March 20. Antlerless application period May 30-June 20. All applicants must purchase $65 hunting license to apply. Online applications include credit card authorization to charge permit fee if successful in the draw. Permit fees: general deer $268, limited entry deer $468, premium deer $568, general elk $393, limited entry elk $800, pronghorn $293, once-in-a-lifetime species (moose, desert bighorn, Rocky Mountain bighorn, mountain goat or bison) $1,518, Antelope Island bison $2,615. OTC mountain lion tags available for units with available quota. OTC general elk licenses and remaining limited-entry permits went on sale July 10 at 8 AM MDT. Leftover general deer permits went sale July 15 at 8 AM MDT. 2014-15 mountain lion applications should be available in mid-September for units requiring a draw. The deadline should be around October 8, 2014.
Vermont   802-828-1000   http://www.vtfishandwildlife.com/ Moose applications were due June 10, 2014. Both paper and on-line applications accepted. Nonresident application fee $25 per lottery. Two separate lotteries- 1 for archery permits (total 50 permits available) and another for general season (285 permits available). 
Washington   360-902-2464   http://wdfw.wa.gov/; Multi-hunt applications (allows hunters to hunt all three seasons for deer or elk) were due March 31. Application period for mountain goat, bighorn sheep, moose, or draw tags for bear, turkey, deer and elk is April 15-May 15. The application fee (per permit) for “quality elk”, “quality deer,” any moose, bighorn ram or mountain goat is $110. Deer-only permit $434.30; elk $497; moose, goat or bighorn $1,652. General deer, elk, cougar and bear tags available OTC and combination licenses for these species are available.  
Wyoming   307-777-4600   http://wgfd.wyo.gov/ Elk application deadline was January 31; results available February 28. Moose, bison, bighorn and mountain goat application deadline was February 28; results available May 9. Applications for deer and pronghorn were due March 15; results available June 30. All applications now online only. Permit and application fees due at the time of application; elk $591, deer $326, pronghorn $286, moose $1,416, mountain goat $2,166, bighorn sheep $2,266. Additional costs for special elk, deer or pronghorn licenses (separate pool with higher fees). New Supertag raffle ($10/chance) allows successful winner a chance to draw bighorn, moose, goat, bison, elk, deer, black bear, gray wolf, mountain lion or pronghorn license. The Supertag Trifecta raffle ($30/chance) allows the winner to choose any three of the above species. Winners must submit permit fees after being notified they won. Tickets were available until July 1.  Application period to purchase preference points only is July 1-September 30, 2014. Full-price leftover licenses can be obtained by people who were unsuccessful in the initial drawing, but also by those successful who wish to take a second deer or pronghorn. Reduced price leftover licenses are for cow/calf elk, doe/fawn deer or doe/fawn antelope. Licenses will be sold in person at Wyoming Game and Fish offices and through the Electronic License Service via the department’s web site (www.wgfd.wyo.gov). Full price elk, deer and antelope licenses were made available starting July 10. Reduced price licenses were available starting July 17. A list of leftover licenses is posted on the web. Many leftover licenses are in areas with limited access. Make sure you have access (through outfitter or landowner) before purchasing a leftover license. Application period to purchase preference points only is July 1-September 30, 2014.
