DiMeo is absolutely correct about the licenses in all three states allowing either the permit holder or a designated subpermittee to fill the moose tag. Since most hunters in these states do not use a guide, the subpermittee system is primarily designed to help hunters get their animal out of the woods -- a daunting task for a solo hunter. This is an ideal situation for hunting with a family member or close friend. It does indeed increase your odds of being drawn for a permit. However, the regulations in all three states are designed to make sure that the subpermittee policy does not double your chances of filling the tag.
