I have not had time to digest this document as this is written, but a cursory reading makes it clear that BEE (Black Economic Empowerment) is the prism through which all concession decisions will be viewed. There does not seem to be any emphasis put on prior hunting experience in the awarding of hunting concessions, and that may turn out to be a problem. For the moment, however, it is probably best to focus on the positive here. The issuance of the policy paper increases the chances that concessions will be awarded in time for the 2008 season.
