In his e-mail, Carpenter referred to my February 2006 report that at least five of the jumbo on license in Zambia last year were taken by Americans hopeful of a change in American attitude toward Zambian ivory. Carpenter writes:
"I thought you might want to correct some of the information contained (in that report). It is highly unlikely that any decision by USFWS to allow the import of Zambian elephant trophies would include animals taken prior to making that decision. This means that animals being taken now, as the article indicates, will not be importable. We have consistently offered that advice in our conversations with SCI, and it is the normal practice followed by the Service."
