The special permits we're talking about are governors' and commissioners' permits. Every state has its own guidelines for issuing special permits, and many of these permits go to smaller sportsmen's organizations that lack the ability to advertise their permits successfully. Many are offered at auction, just like at the national conventions but with a much smaller audience. And here's the good news -- nearly all will accept telephone bids. Simply call the contact person listed, identify your permit, and they will either call you, or have you call a special bid line when the item is offered.

The sheer volume of permits available precluded us from checking out every permit to see when each one will be offered, but our detailed listing provides e-mail and telephone numbers so interested subscribers can follow up on specific permits of interest.
