The good news is, an effort is underway in China to develop what's called a "Law on Administrative Licenses." This would be a new kind of regulation governing the issuance of permits, including those for firearms. Wei says this regulation will create an official system for the issuing of rifle permits, making the sort of arbitrary and capricious events of this year no longer possible. The regulation was expected to go into effect sometime this month, possibly in time to rescue the fall hunting season. We'll keep you informed of any further developments.
