What the new form doesn't address, by the way, is the continuing problem nonimmigrants are having transiting the United States with a firearm - that is, passing through the US with a firearm on their way to shoot or hunt elsewhere. There is still no legal way for nonimmigrants to do that, even if all they want to do is fly through the country with a gun case among their checked bags.
We are continuing to work with the National Rifle Association on this problem and hope to have a solution soon. In the meantime, our advice is to take this problem seriously. Don't simply fly into a US city as a nonimmigrant alien with a gun among your checked bags, as you will have to claim your baggage at point of entry even if your final destination is outside the country. Trying to explain why you violated American gun laws at a US airport nowadays is sure to be unpleasant.
