In January of this year we received incredible news from Quebec
that a move was in the works to allow two caribou per hunting license for the 2014/15 season in return for limiting the overall number of licenses. A very public announcement in May had set the quota at one caribou per hunter - see Article 3109
in our database. When we received word of the latest change, however, that decision had not been shared with all interested parties. The government and outfitters feared a political backlash that would stop the move if the information was made public too soon, and we were specifically asked to not publicize it until everyone had signed on......
